Well this is a "political discourse" forum, so if you don't like political discourse why are you here? But unless you live in Ukraine or Russia where Russian war crimes are actually a political topic, it's more of an educational thread to show just how inhumane the war has gotten. This guy actually hacked someone's head off and removed the flesh from it somehow, is showing it to crowds and intends to keep it as a trophy and drink out of it. And do you think he is being prosecuted for it?

Isn’t all war inhumane? You were in the US navy IIRC. I was in the USMC, this is nothing new, and I’d put money on it the Russians aren’t the only ones acting this way.
Fake or not, it’s still being used as propaganda to build support for the US to fight a proxy war, which is really just a disguise for money laundering
The difference is, if a US prosecutor had any evidence you did this you would be in jail. This has hit news outlets all over the world (Newsweek, Daily Mail, The Sun, Jerusalem Post, etc) and the Russians haven't even investigated.
The US and Russia have been fighting proxy wars against each other ever since WWII ended - Korea, Vietnam, Cuba, Nicaragua, Russia/Afghanistan... In fact, as Berlin was falling in World War 2, US General Patton campaigned Pres Truman to push their tanks all the way to Moscow, to put down the Soviets. This is well documented. Stalin had also killed millions in genocide and history shows from both sides was no better than Hitler. Truman resisted, we probably couldn't have beaten the Soviets conventionally anyway, and ever since we have been in a cold war with each other - which ceased temporarily in the 90s as the union broke up.
In fact, Russia paid bounties for killing of US troops in Afghanistan:

I believe the Cold War was more about power whereas this proxy war is more about money laundering.
It's funny how you an think a video of something that clearly happened and isn't misleading, exaggerated, manipulative or edited in any way is propaganda and yet some half-baked conspiracy theory that you really need to distort and twist things to believe isn't propaganda.

I see it as propaganda because it’s one sided. Let’s not pretend Ukrainians are innocent, civil people either.
And I see it as propaganda because it’s building support for anti Russian sentiment and used by politicians as justification of funding this proxy war and lining their own pockets with tax payer dollars.
Let’s think more than just surface deep. You can continue to try to sling insults or you can actually think critically about what’s going on, the choice is yours.
Keep in mind, rand Paul tried to require an inspector general to oversee how the 40 billion was being used, but several politicians rejected his proposal… I wonder why

Well if there was a video out there of a Ukrainian doing the same thing and not being investigated or prosecuted for it, I'd post that too. There isn't. That doesn't make it biased or one-sided. That's just providing the evidence as it is. The truth isn't always going to be propaganda, even if it runs contrary to your truth - which happens to be an extremist conspiracy few people believe: "let's go support Ukraine so we can launder money."
Rand Paul believes the federal govt should be as small as possible - just enough to barely function - and we should eliminate all foreign assistance, no matter what the purpose, and has introduced legislation to do so, which obviously failed. So I wouldn't necessarily quote him on Ukrainian aid.

I'll also add that an act like this is not a good reason to intervene in Ukraine... stuff like this is common in the current war in Ethiopia, yet we don't intervene. That should be your argument if you're really against Ukrainian aid - not that this is biased and propaganda for the money laundering scheme.

And it costs $3+ million for them to make a tank, $250,000 for a javelin missile to blow it up.
However, this video provides interesting insight into Russian conduct. And they're not even the ones being invaded.
