The first one, probably because we live in capitalism, and doing such would be deemed unconstitutional. (Specifically the 5th Amendment.)
As for the second statistic, is has been proven OVER AND OVER AND OVER, that the reason a family of 4 could live on just dad's income was that we (today) are a nation of spenders. Back then, the family had 1 one car (remember "Can I borrow the car for Sunday, Dad?"), paid cash for any large purchases, and rarely took vacations.
Nowadays, every member of the family needs their own car (Mom, Dad, 20 year old Jim and 18 Year old Jenny) and Mom and Dad HAVE to drive the latest high-priced SUV. No one if the 50's except the elite rich drove foreign cars, now there are people who drive Mercedes who make 40K per year.
It has been shown, that with the current value of the America dollar, the average person MAKES COMPARATIVLY MORE money than did their 1950's or 1960's counterparts. PEOPLE ARE FINANCIALLY MAKING MORE MONEY TODAY!
The problem is people needs have changed, and people just want more. More cars, more vacations, more credit-cards. This wasnt the case in 1950.
Oh BTW, did you know 75% of people on welfare have 1 or more cars, and 90% of those on welfare have color TV's with cable?
The reason we shouldnt throw money at the poor is that IT WILL NOT HELP! The people are poor because they ARENT GOOD WITH MONEY. They have holes in their pockets and that is why they are poor. Any poor person can get a minimum wage job SOMEWHERE, live in a crappy apartment, save their money, work their way up in businesses or start their own, and live above the poverty line. They CHOOSE not to.
If you think it isnt a choice, they you havent met many poor people. I meet them all the time at the DA's office, and trust me; it isnt society's fault, IT IS THEIR OWN.
