Coinbase requiring SMS code

I used coinbase to make a transaction. Before I could do the transaction I had to enter a SMS code once they sent me a text. Is this normal? If so, why? Also, is it risky to use ones id (driver license) when requesting a higher limit?

Most every financial institution is doing this nowadays. Even my bank does this for money transfers.
