If you say HC was not at all responsible for what happened in Benghazi, due to decisions out of her control - like budget cuts through congress and/or contractors chosen - then using this same logic you use to defend HC, Bush too wasn't responsible for everything that happened on his watch. Right?

They're each responsible for incidents that happened under their appointment, respectively. That's a big part of having a leadership role - responsibility and accountability.
