Minimum investment for investment-based visa (EB-5) is 800k. There is no legal immigration path for less, unless you have relatives who are asylees, green card holders or US citizens. All the people who talk about existence of some legal way to immigrate usually know nothing about immigration law. Most work visas which eventually allow immigration are abused by 'body shops', which create fake jobs for specific applicants in return for cash. The remaining minority are used for slave labor, workers who are prepared to work longer hours for less and never complain in fear of losing visa sponsorship.Never seen wealthy illegals. By definition, you have wealth you are able to legally migrate.
So no, there's no 'legal' way for most. That's why a lot of immigrants chose the only available one, which is illegal.
