transferred packages to customs for inspection when requested,
When packs come in via the international mail system they don't go to Customs unless they've been requested for inspection, which relies on that data and USPS cooperation.
Just a week ago CBP noted USPS was likely going to be a loophole unless they started getting with the program, including ensuring China post provided the electronic data that's required prior to packages landing.
That likely wasn't done, and the decision was made to stop those packs until USPS ensured they would comply. They are a semi private organization, not under direct control of the feds.

They may have some strict customs, but corruption is much more rampant in Mexico than it is in the US and it really does operate the way some people think customs in the US do, payment for large shipments to completely avoid customs. Acknowledged by both the Mexican and American governments, and regularly reported (recently as well) by FT/WSJ/NYT/etc. Some are certainly shipped into the US, but majority of precursors are sent and brewed in Mexico.

Being able to order kilo of bags full of white powdered controlled substances with Amazon like ease, even if only AAS, and know it had a 99.9% chance of arriving safely through US Customs is almost hard to believe, yet we accepted that as normal. ANY bag of white powder could get through under those circumstances. It's not like it was checked. and the authorities said, "oh, that's just a kilo of a schedule III drug, let it pass.",
