I've "heard they're considering" is exactly that. It's something within the realm of possibility but far from certain.

If I present a documents and articles, and my reasoning as to why I believe something's likely, that's much more certain.

Funny I had something from CBP in my informed delivery, but I never got it. I also have another pack that never came from another vendor that was missing which I got the reship for. I think it may been from that one which was oils.We had a bad blizzard which we never have here in the south and a bunch of mail never came.

I've had LLs take 4-5 months after seizure to arrive. Then again Ive had packs take 3 months so maybe it'll still show up.

Just picture a shotgun with an internal tube magazine. That should help you figure out where the vials are coming from.
