In some way, but the CBP noted it in the announcement of the upcoming rules that applying the same standards to mail as to cargo (including the small packs from China which are technically cargo), would be prohibitively expensive for USPS to implement, so they're seeking feedback on how to increase scrutiny of those without increasing mail costs.
So it's possible mail won't be cracked down on as hard, or as soon as what they're really going after, Chinese containers filled with over a billion packages a year.
That said, India packs have already been largely burned, and anyone who uses India Pharma knows the vendors had to relocate shipping to the UAE to ensure reliable deliveries, which seem to be getting looked at more closely too now. So again, it's prudent to stock up while you know you can still get shipments with a high probability of success. Otherwise, risk being in the position Canadians and Europeans are in....out of luck with India pharma,
