meal plan?

I need help with a good but simple meal plan to slim down. i cant seem to lose any body fat. its all on my torso. i have been runniing after lifting for 20 minutes 3 x a week, at 9 minute miles. any help is wanted. i lift 5 days a week for about an hour. 1 body part per day. I'm stugglin here help!
 
What are your stats? Like height, weight, and all that. What does your diet look like now? And your workouts?
 
5' 8 '' 190 35 yrs old
i admit my diet is not terrible . i struggle with eating regulary i get busy during the day . typically i eat like this
breakfast- tuna sandwich or 4 eggs and oatmeal
snack is protien shake (muscle milk) or bar (eas carb control)
lunch- tuna sandwich or shake or nothing
dinner- chicken , meatloaf, or pork of some kind and vegtables.and some pasta or rice
