WADA and USADA also have this thing called targeted testing. It is a euphemism for discrimination. They choose targets (individuals and countries) and test them far more aggressively than everyone else.

The more they test, the more evidence they find. So they feel "targeted testing" is working. But it's nothing more than a self-fulfilling prophecy.

It's no surprise they found a lot of doping when they targeted Kenya.
