Read the developer contract. You have no idea what the consequences may be, but I understand, he annoyed you. What choice did an honorable guy like you have?
In most justifications, Google has a legal obligation to report App developers to law enforcement if it becomes aware of unlawful activity involving child exploitation, terrorism, or narcotics.
I'm certainly not suggesting this kind of behavior reveals someone has narc energy.
Tell the teacher, report "offensive" posts to the mod, report illegal activity, for the sole purpose to get someone you dislike in trouble. These are entirely different things, not on the same Narc spectrum at all.
Besides, reporting this app filled with test reports of illegal drugs, opening the dev up to scrutiny by LE, may remind Google they need to scour the app store to rid themselves of all those dangerous apps related to illegal steroids.
