This is not a solution to that dilemma. PEDs are stigmatized and this will do nothing to address the stigma.
The truly genetically elite will avoid this at all costs and continue to use PEDs in secret while also denying it at every opportunity.

What blows my mind is the current policy of zero tolerance. I know a dude on reserve that won’t touch gear because he’s afraid of losing his pension.

The Enhanced Games wants to level the playing field, but on the global scale, kinda right back where we started.
Poor third world countries are not going to be afford everything that goes into the "enhancements" relative to richer countries (research, drugs, scientists, coaches, etc.).
