So with everything in short supply, why would anyone with a lab make Test no ester? Why not something in big demand.

Without getting into the specifics.
What this raw vendor is selling is not representative of the market.
Just because they have issues getting raws to resell does not mean other raw vendors face the same issue.
When you have kilos of test of different esters that you can't clear, you start selling other esters.
TNE is also a very high profit margin product for finished oil vendors.

It is a little confusing to me as well. Just like it's easier to get deca/npp than test e or c right now which makes no sense. Test e or c should be the most readily available by far

To top it off, and perhaps someone will correct me, I was under the impression Test base was made by lopping off an existing ester, because it’s actually easier than producing test no ester from the ground up. (Which has some unique challenges supposedly).

Based of the color and timing of raws, i believe the raw vendors on this board are just resellers.
They are either keeping a low profile or do not have access to the barrels of raws being produced right now. If TNE is all they can procure, then that's what will be sold.
TNE is a high profit margin product for vendors.
It's used as a PWO, i use 5-7ml a week.
Raws are cheap and you don't even need to use alot of API.
It's usually 100mg/ml vs TC or something thats 250.

most likely they just buy directly in china and are completely unafflilated with the lab and then sell stuff here(most profitable requires more investment but brings more profit since the chinese dont know they're slanging for these luxury prices here)
i believe the market setup is shit and once the criminal market is allowed to flourish for some time more factories will get more involvement with time to get more profit, no gurantee for they will take less profit than vendors already here, they just take more profit for themselves.
most of the factories are legal, if not all. if the ccp wanted to make all this shit history tommorow they could easily. im surprised after speaking with them how little they know about crypto, safety, etc
