Law enforcement's use of gear "units"

I know approx what constitutes a "unit" as far as when gear is seized and how they measure the

level of prosocution...I thought. It has come to my attention (actually a few months back) that I was relying on older guidelines and new laws have since been passed. The older unit guidline

I believe, was Orals: 50 pills or less= 1 unit Injectables: 10 ml or less= 1 unit, so on....Does anyone know what system customs, federal, postal, and/or local law enforcement uses as of 2010?
 
I dont know if this helps you in any way but in(2009) MASSACHUSETS my cousin was arrested with 10,000 tablets of a class A controlled substance.In trail on this mater a motion was granted and the prosecution had to measure the weight of the actual active ingredient in each pill and It was a lesser degree charge and that is what he was prosecuted for.There is only a % of active ingredient in tablets the rest is filler.
