I really don't know how I feel about this legislation! I do NOT have all the answers. But IMHO it is no different than senat bill 2433, which is co-sponsored by Obama. Taxing this countries GNP by .7% to bail out other countries that can't support their people. There's just no incentive to achieve when you take away the carrot.
More government more police more prisons and the proposed public health care system will be third world.
We have that exact system in New Zealand now,I pay 39 cents in the dollar plus 12% GST{good and services tax }
Investors will invest their money in countries with lower tax rates.

Less personal and corperate tax, equals incentive to work ,which in turn yealds a higher tax take and growth
Also less crime mean less police, courts and prison expenses.

Up the basic hourly rate, lower tax rates and give people the incentive to achieve.
