Might have something to do with his temporary bans, one of which may have originally been inputted as a permanent ban. Those could have reset or otherwise messed with the counter or whatever metric allows you to reach the threshold for reaction privileges. Just a guess.

Blows me away how often I hear from vendors that people place an order and then never follow through. Last thing I want to do is waste anyone's time in this business. Also, mighty generous of you to give it a way if no one buys it man!
