Is this a within-Germany thing or are people in the EU more generally also getting those letters?
It is possible that the German authorities will pass it on to the responsible authorities of other EU countries if foreign orders have been found.

Just a reminder for anyone, don’t talk to the police. Even if he’s a really nice chap that says you won’t have to testify and it’s just a chat… I learnt that lesson the hard way as a young man.
 
Is anyone aware of a recipient of user quantity AAS in Germany or any EU country being sentenced to prison? That would be a new one on me. I haven't seen such an example of strict enforcement in any first world country in years.

Surely a few examples would be in the news if this were happening.

If you have a ton with the intend to re-sell and brew your own stuff prison is likely but only 1-5 years according to my lawyer but normally the evidence they have is not enough to make a proper case as german authorities are extremely slow and it would be really severe meaning that the person has to have a big criminal record before already. Generally speaking, its just a fine, 6-18 months of postal monitoring and some courses you need to take similar to drug addicts educating yourself for the risk of steroids, in rare cases there is also community work coming with it.
On top of that you have a few years where you cannot allow yourself to break any laws or you might go to jail the fast-route, called "Bewährung"

As a consumer, you don't go to prison in Germany. However, high fines can happen. Varies from state to state in Germany.
That's why I don't understand people where in Germany live and buy from a German source. No source that I know of has yet managed to survive several years in Germany. So far, everyone has been caught if they had the entire base in Germany. But to each his own.

I guarantee you you’re going to jail as a consumer especially in Bayern. Also in every other federal state when you’re previously convicted.

Even if, the other countries won't want to do anything about it. For example, in my country, buying steroids for personal use is legal. Even over the Internet. Back to the Germans. How will the German police prove to people who ordered inside Germany that what should have been in the package was there? On the basis of the content of the order in the e-mail? After all, you can say you didn't order anything. Theorizing, the shipment could have been ordered on your data, someone who does not like you. After all, this is defensible by any lawyer.
