Not necessarily I had an international order stuck in the Jamaica NY loop awaiting usps to pick package up for delivery and kept getting same update as did a few others have experienced this and eventually the package got seized

Usually it means clearance finished and handed to shipping company. Just wait a few days and see if they update same info everyday. If so, it is probally seized.

It's passed customs. That's a reshipper service, It wouldn't be in their hands if it still needed to clear.
