Well for starters UPS is a private company and they can open any package they wish for any reason without a search warrant.

Yeah they CAN but will they. It's in their best interest not to mess with their customers.

But I agree it's probably better to use USPS as you actually are sorta more protected legally. But inspectors can and do get warrants all the time to open stuff.
