I'm just learning this system. When sending funds, how do you ensure the receiver does not get stuck with any fees?

They don't, just make sure you're sending enough to cover the fee

Like if you buy $150 on coinbase you're not getting $150 worth, you're getting a total charge of $150 but they're depositing $150 minus the fee

Lots of places. But you can attach it to your bank account and get more, and over time it increases I think.

I have an 11k+ weekly limit on coinbase now.
