Been a while but yeah I think that is what it looks like. Close the lid and stick it in the freezer for a while. It solidifies at room temperature so the freezer should liquify it. I remember having good success a really long time ago when I mixed PLO with test base. The PLO was shipped as a kit that had to be mixed. Long time ago. Don't remember much else.
