Actually Oregon has that covered pretty well with Measure 11, Mandatory minimums with no chance of early release. It's increased the average sentence length from about 35 months to 50+ months in the last decade, As well as grown their state prison population by over 2,000 inmates.
But wait there's more! They even have a "repeat methamphetamine offender" law, Where they add 13+ months to the sentence of any felony offender caught with meth at the time of the crime.
All these laws were supported and passed almost exclusively by Democrats. Our buddy Phil knight, Founder of Nike was the biggest donor to the Measure 11 campaign.
The Democrat governor, Kate Brown, Has not used any executive power to lessen a single felony sentence.
Gooooo Oregon!
