How is it certain body parts can lose an inch, in a weeks time?

Over training?
Not eating enough?
Not enough rest?

Reduction of glycogen reserves (i.e. you reduced carbohydrate intake OR you just stopped working out so the muscle dumps its unused glycogen)

Also reduction of sarcoplasmic water which ties into glycogen reduction.

Think about a really intense workout, your pumped immediately afterwards but usually by like the 24 hour mark the muscles are smaller than before the workout due to the glycogen reserves being depleted. But by the 48+ hour mark the muscles swelled up again as the glycogen gets replenished back up and pulls in more water.
 
This happens to me also. My arms maintain size on a cut and calves get smaller. It drives me crazy. All my (small) calves gains dissapear on a cut.

same thing happens with my neck muscles which are also mainly slow type1 muscle fibers much like calves are- i guess type1 muscles need to be trained very frequently to keep full
