Use it only at crowded areas (not sparely populated suburbs)
wrap it in Aluminum foil when not in use, turning it off ain't safe enough.

You forgot the tinfoil hat will give better service

Wrap your burner smartphone in tinfoil.
Only unwrap it in a distant location full of people in a small area, i.e. business district, college or school.
Use it and wrap it again.

You can even leave your cellphone home so that the 'tower dump' report doesn't show you and the burner phone are at the same place at the same time.
