I would guess Germany is like the US. If they wanted to take the trouble, they could shut down any of these shops located in their country legally with little effort. You are literally running on I hope they don't want to go through the trouble to do so. Not for me.

Just go and ask your local law enforcement's criminal investigations unit or organised crime department. Just tell them you are doing it for research purposes and promise your not going to do anything naughty. They will then show you all the tricks people use to evade them!
