German Black Eagle

It has German language, and has a black bird, look like an Eagle on it, flexing with a yellow background as a crest of some sort. Anyone familiar with it besides me? Where, what, etc.
 
The eagle comes from the flag of the Holy Roman Empire, which was mostly German based (not to be confused with the real Roman Empire). They have used that symbol ever since to represent the German government and the former German Empire.
