I've tried every version and form known to mankind over a two year period.
Nothing.
Of course I'm 54.

Anecdotally, whomever convinced the public eating dead animal skin is good for promoting healthy living skin/tissue, should have been awarded the Nobel Prize for bullshit.

lol.

I mean, I've never used it and seem to be just fine. However, my skin is starting to suck bad on my face: as I get older, I'm starting to get those wrinkles under the eyes—I'm 38.

Been there too.

The only thing that actually works - is surgery.

However, I've recently learned of the importance of (GAWD)
using a moisturizer and wearing sunscreen on a daily basis.

Good luck bro.

For wrinkles:
sciton halo laser

For brown/red spots from spending too much time in the sun during your youth like a moron:
BBL laser treatment

When you're my age and have massive eye bags:
upper and lower blepharoplasty

All three are excellent

I think collagen is a great supplement. It has a very different amino acid profile than other protein sources and gives your body the building blocks for connective tissues. Hair, nails, skin, tendons, and ligaments need different amino acids than muscles. The stuff is cheap if bought in bulk. Gotta find a good brand though, some of the cheap stuff is extremely foul tasting.
