1. Nature and Purpose of the Service

MESO-Rx is an independent discussion forum intended solely for educational, analytical, and harm-reduction purposes. MESO-Rx is not a marketplace, broker, intermediary, or transactional platform and does not sell, distribute, recommend, endorse, or facilitate the acquisition of products, substances, or services. Discussion or analysis of underground or black-market activity may occur for harm-reduction purposes only and does not constitute participation in or facilitation of any transaction.

All content posted to the Service is user-generated. The views, statements, and opinions expressed by users are solely those of the individual authors and do not reflect the views of MESO-Rx, its administrators, moderators, or affiliates.

2. Age Restriction (21+)

Access to and participation in MESO-Rx is strictly limited to individuals 21 years of age or older.

By registering an account, you affirm and represent that you meet this age requirement. Accounts determined, in the sole discretion of MESO-Rx, to be operated by individuals under the age of 21, or created through age misrepresentation, may be suspended or permanently terminated without notice. This restriction is imposed due to the recognized health risks associated with anabolic steroids and performance-enhancing drugs and is fundamental to the Service’s harm-reduction objectives.

3. No Advice; No Reliance

Content made available through the Service is provided for general informational and discussion purposes only. Nothing on MESO-Rx constitutes, or should be relied upon as, medical advice, legal advice, professional guidance, or instruction of any kind.

You acknowledge that participation in discussions involving drugs, substances, or related practices carries inherent risks and that you assume full responsibility for any decisions or actions you take based on information obtained through the Service.

4. User Content and Responsibility

You are solely responsible for all content you submit, post, or otherwise make available through the Service (“Content”). You assume all risks associated with your Content, including any reliance by others.

MESO-Rx makes no representations regarding the accuracy, completeness, or reliability of user-generated Content and expressly disclaims any responsibility for it.

5. Enforcement, Moderation, and Data Use

MESO-Rx is a harm-reduction discussion forum. Participation is conditional on compliance with forum rules, moderation decisions, and applicable law.

To maintain community integrity, safety, and transparency, MESO-Rx reserves the right to enforce its policies using proportionate and targeted measures, including moderation actions and limited data review.

5.1 Moderation and Enforcement Scope

Moderation and enforcement actions may include, but are not limited to:

  • Removal, editing, or restriction of posts or threads
  • Temporary or permanent account limitations or bans
  • Restriction of posting or messaging privileges
  • Account reclassification (e.g., vendor, reseller, or affiliated accounts), where appropriate
  • Investigation of coordinated abuse, shilling, astroturfing, ban evasion, or manipulation

5.2 Use of Technical and Account Data for Enforcement

MESO-Rx may use limited technical and account-level information solely for legitimate forum operations, including:

  • Preventing spam, fraud, ban evasion, and multi-account abuse
  • Identifying coordinated or incentivized posting campaigns
  • Investigating unresolved transactional complaints or deceptive behavior
  • Enforcing age restrictions, posting rules, and section access requirements
  • Protecting users from scams, impersonation, and misleading representations

MESO-Rx does not engage in continuous surveillance, mass monitoring, or indiscriminate data analysis. Data review is event-driven, proportional, and tied to specific rule enforcement or security needs.

5.3 No Marketplace or Brokerage Role

MESO-Rx does not facilitate, broker, or process transactions, and does not act as a vendor, reseller, intermediary, or escrow. MESO-Rx does not endorse, verify, or guarantee any third-party products or services.

All discussions occur for educational and harm-reduction purposes only. Users are responsible for their own decisions and operational security.

5.4 Legal Compliance and Requests for Information

MESO-Rx complies with valid legal obligations and lawful requests for information when required. Where permitted by law, MESO-Rx seeks to limit the scope of disclosures, challenge overbroad or improper requests, and preserve user privacy consistent with forum operations and safety.

5.5 No Expectation of Anonymity

While MESO-Rx values user privacy and minimizes data collection, users should not assume anonymity. Public posts may be visible to other users and may be indexed by search engines unless posted in restricted areas.

Users are responsible for maintaining their own operational security and should avoid posting personally identifying or sensitive information.

6. Prohibited Uses and Content

You agree not to use the Service to submit, link to, request, coordinate, or otherwise engage in Content that:

  • Facilitates, promotes, coordinates, or enables illegal activity of any kind
  • Involves direct sales, purchasing assistance, sourcing requests, transactional coordination, pricing information, or commercial solicitation (except as expressly permitted in Section 7)
  • Contains active hyperlinks or contact methods intended to direct users to external sales platforms or commercial channels (except as expressly permitted in Section 7)
  • Encourages unsafe, reckless, or coercive behavior related to drug use
  • Is defamatory, abusive, harassing, threatening, hateful, or deliberately disruptive
  • Infringes intellectual property rights or discloses private or identifying information
  • Constitutes spam, shilling, astroturfing, coordinated campaigns, or incentive-driven posting

6.1 Source-Related Access Restrictions and New Member Limitations

Source-related discussion is restricted to designated subforums, including the Steroid Underground, and is subject to access controls. New Members and accounts without earned posting privileges may not initiate, solicit, or participate in source-related content outside of these designated areas.

For purposes of these Terms, source-related content includes, but is not limited to, source identification, recommendations, comparisons, availability, pricing, contact information, transactional coordination, or evaluative commentary regarding vendors or services.

Access to designated source-related areas may require earned posting privileges through participation, an approved account upgrade, or other eligibility criteria as determined by MESO-Rx. These restrictions exist to reduce the risk of fraud, misinformation, manipulation, and covert promotion, and to ensure that source-related discussion occurs in a visible, moderated environment consistent with the Service’s harm-reduction objectives.

Access limitations are not punitive and do not reflect an assessment of a member’s intent. Unrestricted or premature source-related discussion is deemed to increase the likelihood of financial harm, health risk, and deceptive or promotional conduct and is therefore limited.

Exceptions to source-related access restrictions may be granted at the sole discretion of MESO-Rx when necessary to address credible warnings regarding scams, fraud, dangerous practices, impersonation, or serious unresolved disputes. Any such exception may be limited in scope or duration and does not establish a right to continued or unrestricted participation.

Members may not attempt to circumvent source-related restrictions through private messaging, indirect solicitation, coded or evasive language, off-forum coordination, or the use of alternate or undisclosed accounts. Attempts to evade these restrictions may result in moderation or enforcement action pursuant to Section 5.

6.2 Account Classification, Commercial Intent, and Limited Dual-Account Exception

For purposes of these Terms, participation on the Service is conditioned on accurate account classification and transparency regarding commercial intent.

Members who do not sell, broker, represent, promote, or otherwise materially benefit from the sale of products or services to the community may participate under a regular member account, subject to standard forum rules and moderation.

Members who sell products, represent a source, act on behalf of a source, are source-adjacent, or otherwise participate with the intent to profit from the community are required to operate under an appropriately designated vendor or source account. When commercial intent exists, any regular member account must be closed unless expressly permitted under a limited exception as described below.

As a general rule, the Service does not permit simultaneous participation under both a regular member account and a vendor or source account. Dual participation creates inherent conflicts of interest and undermines transparency, trust, and the Service’s harm-reduction objectives.

In rare cases, and at the sole discretion of MESO-Rx, a narrow, discretionary, and revocable exception may be granted allowing a member to maintain both a regular member account and a vendor or source account. This exception exists solely to preserve long-standing, high-quality, non-commercial harm-reduction contributions while maintaining strict separation between community participation and commercial activity.

Any such exception is subject to strict, non-negotiable conditions, including but not limited to:

  1. the vendor or source account remains fully subject to all restrictions applicable to vendor participation under these Terms;
  2. the regular member account may not participate in the same subforums or discussion areas in which vendor or source accounts are permitted;
  3. all source-related discussion must occur exclusively under the vendor or source account and only within designated source-related areas;
  4. no coordination, signaling, overlap, or cross-posting between accounts is permitted.

For purposes of enforcement, coordination includes patterns of conduct that reasonably indicate aligned or cooperative activity, even in the absence of explicit communication or direct reference.

The continued availability of any exception is contingent on sustained good-faith participation. MESO-Rx reserves the right to revoke any such exception at any time if conduct, whether or not technically compliant, undermines neutrality, transparency, information integrity, community trust, or harm-reduction objectives.

This exception does not create precedent, entitlement, or eligibility for other members and may not be relied upon as evidence of future approval. Each determination is made individually and may be revoked without notice.

Any attempt to evade account classification requirements, retain regular member privileges while engaging in commercial activity, operate undisclosed or alternate accounts, or otherwise circumvent these restrictions constitutes a violation of these Terms and may result in enforcement action pursuant to Section 5.

7. Accountability, Anti-Fraud Discussion, and Controlled Source Participation

Notwithstanding the restrictions set forth in these Terms, MESO-Rx permits limited, non-facilitative discussion regarding products and services for the purposes of harm reduction, consumer protection, transparency, and accountability.

7.1 Member Transactional Discussion

Members may, in good faith, share retrospective and descriptive accounts of their own transactional experiences, including order fulfillment outcomes, product quality concerns, laboratory testing results, customer service issues, payment disputes, or unresolved problems.

7.2 Pricing Context for Anti-Fraud Purposes

General pricing information may be discussed solely for the purpose of identifying scams, impersonation, or abnormal market behavior, such as extreme price deviations commonly associated with fraud.

MESO-Rx does not verify, endorse, or validate any pricing information.

7.3 Contact Information for Anti-Impersonation and Scam Prevention

Limited discussion of source contact identifiers may be permitted solely to distinguish known entities from impersonators and to reduce fraud-related harm.

7.4 Source Participation for Accountability and Harm Reduction

To promote transparency, accountability, and harm reduction, sources or vendors may participate in designated areas of the forum only to respond to customer questions or complaints; address allegations of fraud, impersonation, or misrepresentation; clarify disputed timelines, testing claims, or service issues; and publicly resolve documented problems.

Source participation is contingent upon demonstrable harm-reduction contributions, specifically the submission of independently commissioned product testing that meets forum standards for transparency and verification. Testing must be obtained from recognized analytical laboratories and posted in the appropriate testing subforum prior to or in conjunction with any source participation. Such participation is permitted solely for accountability and clarification purposes and does not confer endorsement, advertising rights, promotional status, or immunity from moderation or enforcement actions.

MESO-Rx reserves sole discretion to determine whether any content exceeds these limitations and may remove, restrict, or terminate participation at any time. Nothing in this section shall be construed as endorsement, authorization, partnership, or approval of any source, product, pricing, or contact information by MESO-Rx.

7.5 Information Integrity and Conduct Within Source Threads

Source threads and other designated source-participation areas exist solely for harm-reduction–relevant discussion, accountability, and transparency, including but not limited to transactional outcomes, laboratory testing, product quality concerns, unresolved disputes, and documented customer experiences.

Posting conduct that materially degrades the accessibility, visibility, or integrity of relevant information within a source thread is prohibited. This includes, but is not limited to, excessive off-topic discussion, thread flooding, repetitive commentary, or other behavior, whether intentional or unintentional, that results in substantive information being displaced, obscured, or rendered difficult to locate. General discussion unrelated to source accountability must be conducted in appropriate non-source areas of the Service.

Isolated or incidental off-topic posts may be addressed through routine moderation, while sustained or coordinated behavior may result in enforcement actions.

The Service recognizes that information-obscuring conduct may arise from differing or opposing motivations, including attempts to:

  • Disrupt or undermine a source by overwhelming the thread with unrelated or dilutive content; or
  • Protect, promote, or rehabilitate a source by deflecting attention from complaints, testing results, or other materially relevant information.

Regardless of intent, such conduct produces the same harmful outcome and is treated as a violation of these Terms. Motivation does not alter enforcement.

MESO-Rx does not operate as a source forum, endorsement platform, or recommendation service. The Service does not curate approved sources, suppress scrutiny of disfavored sources, or provide guidance directing users toward particular vendors. All sources are subject to equal standards of public accountability, and all source-related discussion must support critical evaluation rather than advocacy, suppression, or manipulation of information.

MESO-Rx reserves the right, in its sole discretion, to remove, relocate, consolidate, restrict, or otherwise moderate Content that undermines information integrity, accountability, or the Service’s harm-reduction objectives. Repeated or coordinated violations may result in further enforcement actions as described in Section 5.

8. No Right of Access

Access to the Service, including the ability to post, reply, message, or access specific areas, is a privilege, not a right. MESO-Rx does not guarantee continued access or participation privileges and may modify or revoke such privileges at any time.

9. License to Use Content

By submitting Content to the Service, you grant MESO-Rx a non-exclusive, perpetual, irrevocable, royalty-free license to use, reproduce, display, quote, archive, and redistribute that Content in connection with the operation, moderation, security, or educational use of the Service. You retain ownership of your Content.

10. Modifications to Terms

These Terms and Rules may be modified at any time. Continued use of the Service following any modification constitutes acceptance of the revised terms.

11. Acceptance

If you do not agree with these terms, please do not register or use the Service. Use of the Service constitutes acceptance of these terms. If you wish to close your account, please contact us.
