Adding to this - The rules seem to state that disclosure about receiving free products is required in general, whether or not the vendor is requesting/requiring a review as part of their reaching out to someone with the "free products" offer.

Note Millard uses the term compensation many times in that thread. This comment below seems to really capture the issue. Clearly free pack giveaways create a potential incentive that needs to be disclosed for transparency.
