I believe currently there’s nowhere in EU. There was one site from NL which I’ve ordered once and after a while it got closed.

It's just a reused box design on website, they ship the water without boxes (in my case) and it has been dissolving just fine

There is another one based in Netherlands but don't remember now. You should find it by looking on homebrew topic where a member made a list of what you need for brewing and where to get it.
