Oh... I thought W2 would come from outside the EU, hence the lower success rate, stealth shipping option, and bigger discount. Are you sure W2 comes from within the EU, and not a bordering country, possibly european but outside the EU borders? If that´s the case why the differences outlined above ?
Not trying to give you a hard time, with the bigger promo and a couple of products I wanted only available in W2, I´d be keener to order there if it´s located within the EU.
Besides the issue with a seized package is not only dealing with the vendor to get a new shipment, but also possible problems local authorities, happy to pay a little more for a safer option.

If a package is lost or seized, it is seen as per tracking number. It does not have status "delivered". And yes, if tracking number says a package is delivered we consider it as delivered, unless some evidence is provided that it is not delivered. This can be a seizure letter, a loss claim signed by postal service,etc. We receive from time to time messages saying that package is not delivered, however tracking number shows the opposite. We all understand it is a huge arena for reverse scamming and we as any business have to protect in such cases. If a package is delivered by postal service, but say your neighbor stole it, sorry, this is not in our liability anymore. Such orders will not be reshipped. In some cases, if customer has a long order history we make exclusions for our continuous customers and can reship. This is one of the nonofficial advantages being persistent customer. We also can provide store credits in advance for a couple of months for them, but this is another story.
If a loss or seizure occurs, it is virtually in all cases seen as per tracking number and we do not even ask for seizure letters, etc. Such orders are reshipped without hesitation. All these things are clearly indicated in our ordering terms.
I would like to remember, that seizures virtually do not happen from international warehouse 1, which is also domestic warehouse for customers from Europe. it has perfect rate towards the USA. Warehouse 2 has longer delivery dates up to 3 weeks and has a bit higher seizure rate. Up to 10% of packages can be seized. If discreet shipping is chosen, it helps in many cases to increase success chances.
Customers like it, and yes, as RThoads manifested earlier, 500/400 and 700/700 promotions were running just a couple of times this year. It is a rare case to get really huge bonus.
Good question, I could not miss it. Why don`t you like EO? I talked to our production. It takes lots of time end efforts to recalculate formula and implement a new one in industrial scale and usability of products will lower in these case, we have tested numerous options before we came to this one. EO will stay in our products. If you are using steroids, especially at high dosages than recommended (many do so on cycles) active agents will put some load to your body in any case. EO is not the the compound,which should cause concerns in this scenario.

This punctures may happen due to decreased oil volume, when oil gets colder and this happens already after plastic tops are on vials. Punctures are not throughout as a rule and should not cause any risk. However, if you got such a vial and don`t like it feel free to contact us.

Stupid question, I haven't ordered overseas in quite a while. When the order gets to the US, is it then picked up and delivered by USPS or is it a different carrier like UPS or FedEX?
I just checked by filling a cart of my own and those discounts still appear.
I do not believe they are removed.
Maybe you simply accepted the promo (selected bonus items) which would not stack with cart discounts -- it is either cart discounts or promo bonus, not both (if you prefer cart discounts, there is a step whereas you may decline the promo).
